| In 1997, Mr. Mowatt served a secondment as trade counsel to the Government of Canada where he advised on the application of trade law disciplines to government privatization initiatives, Canada's dispute with the United States regarding the Helms-Burton Act, and the negotiation of a trade agreement with the European Union for mutual recognition of product testing entities.
Mr. Mowatt also advises government and private sector clients in a wide variety of emerging trade and investment law disciplines, including investment obligations, government procurement and Private-Public Partnerships (P3) under the WTO Agreement on Government Procurement and Chapter Ten of the NAFTA, cross-border trade in services under the General Agreement on Trade in Services (GATS) and Chapter Twelve of the NAFTA, and temporary entry of business persons under Chapter Sixteen of the NAFTA.
Mr. Mowatt was called to the Bar in British Columbia in 1981. He is also a member of the Law Society of Hong Kong, where he worked with a London-based firm from 1992 to 1995. He has acted as counsel to the Law Society of British Columbia Professional Liability Insurance Program, the Law Society of Hong Kong Solicitors' Indemnity Scheme and the Hong Kong Stock Exchange Brokers' Indemnity Scheme. In addition to acting as counsel to government and private sector clients in international trade disputes, Mr. Mowatt continues to provide advice and representation in contentious commercial matters.
